Does catchment must be part of the Bexley Borough of council

Hello,
1. My son is appearing for the Bexley region elevenplus test, and we are aboout 3.3 miles to 5 miles straight line from 3 of the Bexley Grammer schools however we are in the Greenwich council but not in the Bexley council. Do we need to be in the borough of council as well for us to be in the catchment or the straight line measurement is matters irrespective of where we pay the council. (provided my son is deemed selective). I was told that if he/she scores in top 180 places will be offered irrespective of location.
2. Also for the address proof will the rental agreement be sufficient or does it need to be bills? as we may move after seeing the results in which case we may only have the rental agreement by Novemer end,but may or may not have the bills (not sure if council can provide a bill with in weeks time of moving in to Bexley council) if we end up moving.
