Mike - maybe so for the vast majority, but this kind of sponsorship is (sshhhh!) still available from the armed forces and (for example) some pharmaceutical companies. The sums involved could be enough to tempt (again, for example) newly qualified doctors or vets away from their natural vocations for a while....
Harrow - they will follow you to the ends of the earth. Quite how they'll manage to keep up with everyone is another matter as it would require international cooperation with other governments that have far more enlightened views about educating their young people, so it couldn't be done on a reciprocal basis. I think we'll soon see the emergence of a new kind of exile - the "academic exile".
