it isn't really, what it is getting at is the radial acceleration(a function of g) is completely independent to the tangential(a function of the initial starting velocity) projectory since the two are perpendicular.

The satellite is always accelerating towards the centre of the earth at a rate of g,it will instantaneous hit sea level since it's initial starting point is AT sea level never giving enough time for the tangential projectory(irrespective of it initial horizontal velocity) to "clear" the horizon approx 3 miles away at sea level.

At least that's my hypothesis.
