It's multiple choice format for both NVR and VR. Even though NFER are the examining body the redbridge exams are very different than others. There is no sample paper available from the schools or the council. Hence, one has to go with what the local tutors and the school say. The word from the local tutors suggests that Athey is the appropirate one. However, I will have to agree that BOND is not quite right. One can still use BOND as it will still give access to new vocabulary questions.
At least in Essex CSSE sold sample VR papers which they said is very close to exams style and that is very true.
