Out of County applicants and calculating the pass mark?

I am wondering - the pass mark is set to pass 23% of the cohort, with 2% for review. What cohort is it? The Medway cohort? Or the Medway cohort PLUS the OOC applicants?

And do they pass 23% of Medway children, or all applicants inc OOC? In theory then if kids pass both Kent and Medway, and choose Kent schools, then some Medway children *could* have passed but the passes were taken up by OOC?

I was wondering that, especially if there were a lot of out of area children taking the test

This came up a couple of years ago when my DD took both tests. If I recall correctly, the pass score is based on the Medway cohort only. Any Kent children passing and opting for a Medway school are additional. Some Medway children also move in the opposite direction.

I understand also that the Medway scores are standardised against the Medway sample. Unlike Kent, where the scores are standardised against a National sample. Hence why the pass scores in Kent are higher (ignoring the weighting factors), because Kent children are standardised against a sample of which 95% or so has not been tutored/coached/prepared for an 11 plus test.

understand about some medway pupils going to kent and vice-versa but if 23% of places are allocated but some of these places are not taken for whatever reason are they reallocated via the appeal process?
just wondering really, because there must be some scope for extra numbers in the appeal process surely

That is why, scandalously, there are often spaces in Medway Grammars after the dust has settled. In fact there were 79 fewer Medway girls who passed the test for Sept 11 intake, and from what I can tell - RGSG and FPGS being over subscribed, that would surely have left Chatham GSG with 2 whole empty classes?
