What do they mean?
I was reading the letter from the council that arrived Saturday with DD score breakdown.
In it, it states:

I thought, may be naively, that if you has passed the assessment they the council were legally bound to offer you a place at one of the grammar schools, though not necessarily the one of your choice.A Medway grammar school assessment does not guarantee your child a grammar school place...

depends what it says in the admissions / oversubscription policy - for example a child can "pass" the North Yorkshire eleven plus - if they live in catchment or OOC but near enough they will get a place - but it can't be guaranteed until a) the parents put it in the CAF and b) the allocations have been done... if they live too far away they can't be guaranteed a place

comments that sometimes they can't offer a GS place as there is a higher non sel school on the list. The booklet contains info on distances schools went to and lowest scores offered to etc

Medway have to include that in their results letter as a pass does not guarantee you a place - the allocation of places is based on your CAF and whether you meet the entry criteria of the schools of your choice.
For example RGS set their own pass mark (usually a bit higher than the Medway pass) if you daughter does not meet this mark then no offer. Fort Pitt over subscription is distance and have in the past turned away some girls who have passed but lie further away.
RMGS have in the distant pass set their own pass mark but have in recent years taken all who meet the Medway pass mark. Other than those the remaining grammars are not normally oversubscribed.
