I have got this vocab mcq below. It seems the first clause is badly worded. The answer, rightly, is "dictate"; am I right in thinking that it is badly worded.

It seems fine to me. Dictate is used here to mean order authoritively.
E.g. The teacher's attempt to dictate the school's homework policy.
