Tiffin stage-2 test

Can anyone please tell what type of pen is to be taken for the exam. They had mentioned just pen in one place and ballpoint pen in one place in the invitation letter

Candidates will be required to bring a black or blue permanent ballpoint pen to complete the test.

My interpretation is that it is a ballpoint pen; either black or blue!
