Moving into catchment in March 2018

Hi,

A question for you to ponder!

If you live out of priority admissions area for Westcliff and Southend on 1 March offer day, and you have well over the 303 minimum but not enough to get a place out of priority admissions area, what happens if you move into priority area between March and September? Do you zoom to the top of the waiting list for both schools and get offered the first place that becomes available??

4.6 New applications, late applications, changes of preferences and additional applications – for coordination of reception, year 3 and year 7
4.6.1 New applications:
Parents moving into the area, who in the view of SBC could not have made an application by the appropriate closing date, will have their application slotted into the system as and when received. The last date where it would be possible for this to happen is 19th January for secondary applications and 2nd March for primary
applications. These will be regarded as new applications. This will also apply to parents who move within the Borough where the change of address would alter their ranking at a school. Any such application received after these will not beconsidered until after the initial allocation of places on offer day.
4.6.2 Late applications
Applications received after the closing date from those who could have made an application on time, will be regarded as late and will therefore not be considered until all “on time” applications have been considered and the initial allocation of places are notified to parents.
SBC will be the final arbiter, under the coordinated scheme, as to whether an application is late or not. Schools should apply their admission criteria to such late pupils but identification as “Late” by SBC will prevent schools from putting a
ranking against these pupils when the full list is sent back to SBC.
4.6.3 Changes in preference
Changes in the order of preferences already expressed will not be accepted after the closing dates unless, the circumstances are deemed to be exceptional and the
changes can be accommodated. Changes received after the closing date will be considered after the appropriate national offer date.
4.6.4 Additional preferences
Any additional preferences received after the closing dates will be considered and added after the offer date to the waiting lists.
4.6.5 Southend-on-Sea Borough Council takes very seriously any attempt to gain unfair
advantage in the admissions process by giving false information (for example providing a false address). Checks will be made with other departments in the Council and, where it is suspected that the family actually live outside Southend,
contact will be made with the relevant Council.

For KEGS:
In order for an application to be considered as 'in area', families must be continuously resident at their permanent home address within the priority area from 1 September 2017 until the start of term in Year 7.

Sorry if I am being a bit dense, but it doesn't really make a lot of sense though.... I understand that this is the part that is relevant.....

So the change of address would alter the ranking at school in this case...
And the application will evidently be considered after the initial allocation of places on offer day as this has already passed...

But it isn't clear whether it's saying that children on the waiting list who were put there on offer day take priority over changes in circumstance because they applied earlier, or whether a change in circumstance that puts someone higher up the entry criteria (i.e. a move into priority admission area meaning that requirement is only 303) will place your application higher up the wait list in terms of priority or not....

Or am I missing something?!!

If someone moves into the catchment area after offer day and the LA are satusfied that to be true - ie a house has been bought and old one sold, then that application is ‘slotted in’

So you’d go from the out of catchment list to the in catchment list.

For the southend schools usually there isn’t an in catchment waiting list because they don’t fill all of the in catchment places. In all likelyhood then that child will be 1st on the incatchment list and if an in catchment place comes up they will be offered it.

May I just point out that it isn't actually 'only 303 is needed' - it is actually that you will not be eligible for a place unless you have at least a score of 303. 303 in catchment does not, of itself, get you a place.

Certainly in DS2's year of entry (2014), there were in catchment boys on the waiting list for SHSB - at least one of them with a parent posting on here.

(It is the Colchester grammar school and KEGS which don't have a published minimum score which must be achieved).

Thanks also re the pointing out the LEA being satisfied that the move is legitimate- I wouldn't think of attempting to play the system at all- would only consider genuinely moving!

And thanks for the info re the 303- Also makes sense. We have 325 so I think safe, but probably never enough to quite get to the top of the out of catchment waiting list this year by the sounds of the scores needed!

I think 325 has a good chance of southend girls out of catchment (I have girls so couldn’t comment on boys).
