IPS Pack E Practice paper 8 Section A question 2

Please can anyone explain the answer? IPS NVR has some answers which could be disputed. I think it is a questionable pack to use.

I used these papers last year for my daughter's 11+ , like you I found some of the answers ambigous and therefore did not use them , as it only confused my daughter more , I would not use these papers and would stick to NFER non-verbal and Bond Non-Verbal.

Having said that IPS math and Non-Verbal papers are excellent material for 11+ preparation but not the Non verbal
