When we bought one a few months ago there were 2 ways to measure and they both required the child to be present!
I am sure that it could be done another way, but it involved either placing it next to foot and having it reach a certain height UP the body, or putting it in the arm pit and it reaching a certain position DOWN the leg.
That is all I remember! Ring a good sports shop and once you know which part of the body it should reach, you can then make an excuse to measure your child and do it that way.
Hope that makes a tiny bit of sense!!

I know this is above your budget but having a lightweight stick is a real joy. Cool colour too.

My twopen'orth -
I bought a couple of cheap hockey sticks for my boys and because the shop only had 2 sizes (32" & 34") that is what they got!
10 year old approx 140-145cm tall got the longer one (being bigger!) but prefers to play with the shorter one if he has the choice. 7 year old approx 125cm tall has no trouble with 32" stick - he tried a shorter one at a coaching session but found it uncomfortable.
So I would suggest buying what you can afford (want to pay) and if he shows promise then invest in a properly sized one.

DS plays hockey competitively. He says measure from the top of the hip to the ground for a good approximation then tweak when you know what feels most comfortable for you. He was quite happy playing with whatever he could get his hands on when he first started, but his last stick was £65 and that was reduced a lot in the sale and is one of the cheapest on the team! He now knows exactly what type and make he wants and where to get it from. I think the last one took us out of boys' sizes and into full size ones - he is nearly 13 and 160cm tall. Apparently you can only expect the sticks to last a season or so! The sticks we used at school and lovingly (or not so lovingly in my case) preserved with linseed oil to last the whole school career are things of the past.
Hope he enjoys his hockey. DS is passionate about it - he learned early on that he was never going to be good enough to make the top football teams and chose a rather less popular sport where he has been able to shine a bit.
