You are quite correct, buzzybee, and it has indeed changed this year.
I am quite shocked by it, and I am racking my brains for a reason why Heads need to know the outcome. I can imagine them being a bit grumpy about having put work into a case and then not being told that it was unsuccessful, but I would have thought that 99% of parents with a successful outcome would have told the Head. "No news is bad news" in that instance.
In the past (when appeal results came out as they were decided) I have known parents who waited until they felt more composed about losing an appeal hearing before telling the Head. I certainly wouldn't want the Head bowling up to me first thing on Monday morning saying "So sorry about the appeal! How has little Johnny taken it? Etc."
I am afraid it is yet another way in which parents have been completely sidelined in the new review process.
