Late applicants?

Late applications?
Here's a question for Sally-Anne or anyone else who might be able to help!
With regard to oversubscription, I've been assuming that the distances published in the allocation profiles can only increase as applicants who have been offered places turn them down for various reasons...however, wouldn't it be fair to point out that these places could well be filled by late applicants both in catchment, and out of catchment but with a higher claim? I don't know if there are any figures available showing how many places are awarded late, for example to people moving into the area after the initial allocation process. Wouldn't the LEA need to process any such late applications before offering places to applicants on the waiting list?
Any ideas on this would be appreciated!
