Ah yes, didn't spot the different numbers bit. But as ToadMum says I suppose even then that could be interpreted as each counter has different numbers on each side rather than 4 unique numbers.

You couldn't make four different totals if it allowed the same number on both sides, so I think my solution is what they are looking for.
