I would say that is the correct answer - the arrows are increasing by 1 each time, and the picture in the middle is rotating anti-clockwise 45 degrees each time, so D would be correct

I think the answer is D as well -
the arrows are added 1 at a time clockwise
The center moves 45 degrees anti-clockwise

I do see some of us with D and others with C.
For C : As the smiley face is rotating anti clock wise, it means that arrows are appearing anti clockwise as well.
